C. WALLACE housing authority may have decided to construct its buildings in such a way as to maximize neighborhood solidarity. There are, however, differences of opinion about what design factors under the authority's control will maximize neighborliness. The social psychologist or anthropologist who is consulted may be forced to admit that he does not know and that "basic" research is needed to find out. PROBLEMSAND FRUSTRATIONS The simple typology given here may need to be expanded, and I am sure that it is inadequate, at least in the sense that many individual enterprises will be classifiable in more than one category.

This is not to say that the codified knowledge about the workings of a complex society is accurate but only that the natives have busied themselves with studying that knowledge before going to work in their bureaucratic vineyards. This means to me that the anthropologist working in public policy should make some effort to learn what some of the natives have themselves studied. In pedagogical terms, that implies, often, joint degrees or at least work experience. Thus, one of the things we can do to make anthropologists more effective is to train them in subsidiary subjects, such as business administration, law, public health, engineering, or we can take individuals already trained in those subjects and make them into anthropologists.

Indeed, some of our cultural ancestors were inclined to split the difficulty three ways: likeness by generation, sports (by which they meant random and playful variations), and conditions of growth—an ancient and largely Grecian formulation. Yet there have been profound continuities of cultural style from the ancient Greeks to our own world. Now we handle the same ambiguous dichotomy with an essentially similar triad: genes, mutations, and environment. We still use the same triadic model when confronting the "problem" of differences in mental-ability scores.
